Policy on Minimum Numbers to Run Tour

Hi, I'm interested in the Naturally Malaysia tour in the spring, but I understand from my travel agent that the tour date I want might not run because the tour does not currently meet the minimum numbers.

Because we have flights to book well in advance, is there a policy as to how far in advance a decision is made to run a tour?
