I hear that you have to pay money to use a video camera up at Base Camp Mt.Everest. Does anyone know if this is true and how much do you have to pay if it it?

I do not know from experience but have heard rumours along the same lines as you, on checking in the lonely planet trekking in the nepal himalaya it states that there is no restrictions at all except the mustang region where you have to pay an extortionate fee for video cams!

Further reading on restricted areas states:-
Nepal views filming as a resource to be exploited so the use of movie cameras throughout Nepal is subject to special rules and fees and requires a complicated application in advance. A sign at the ACAP office in Kagbeni says "videography is prohibited in Mustang" However for a fee of US$1000 to ACAP and Rs 40,000 to the ministry of communications, you can use your video camera, if you decline you have to leave your camera in Kagbeni.

Hope this is of some use to you, although it leaves it a bit vague about all other areas, so maybe if someone has actually been there and tried using a video? even then these countries have rules that some get away with flouting but then they enforce them strictly for others.
